The Rural Energy Agency (REA) is a government agency for promoting and facilitating the development of modern energy services for rural areas.Turnkey program deals with grid extension to rural areas in order to electrify newly established districts and un-electrified villages in mainland Tanzania. The program has been implemented in Phases through Engineering Procurement and Construction (EPC) contracts and on turnkey basis.
Tansheq’s overall assignment was to oversee compliance to environmental, social and resettlement practices and management of the Turnkey III project. The assessment would cover the entire process from tendering, selection, contract awarding and contract management as well as effectiveness of supervision.
Subsequentially, six districts in four regions were sampled. The selection regions were (districts in brackets) Singida (Mkalama), Iringa (Mufindi), Arusha (Arumeru and Arusha District Council) and Tanga (Muheza and Korogwe). Assessors selected the sites where the contractors were still operational to enable witnessing activities firsthand.
